When I connect to SQL Plus, I am greeted with the following information:

The text after Connected to: matches the BANNER_FULL column value from v$version.
What does
Production Version mean?
The 19c Database Upgrade Guide, section About Oracle Database Release Numbers, gives a basic description of the Release number scheme, but does not mention Production Version.
Why are there two numbers? Why are they not the same? Should they be the same?

The release is the "base" version of the database as delivered, ie, in your case, this is the 19c (19.0) edition of the database.
When we built this database, we went through a number of iterations before full go-live, thus the very first version of 19c you could actually *install* was 19.3
As RU's (Release Updates) becomes available, these get applied to the database release, to move it along to 19.4, 19.5 and so on. We're currently up to 19.19 as time of this post.
Thus your production version, ie, the version of the software including RUs (in your case) is 19.7
Hope that helps ... and you should look at moving past 19.7 :-)
