I did exact thing as per this link https://oracle-base.com/articles/misc/configure-tcpip-with-ssl-and-tls-for-database-connections

But I am always getting the below error.

ORA-28864: SSL connection closed gracefully

I am using free version of 21C database

That's a fairly generic error - it's exceptionally tough for us to help you with this alone.

The article is based on 12.1.0.2; it's possible something has changed in the versions between.

If you're still stuck, this suggests:

Enable Oracle Net tracing and attempt the connection again to produce trace output. Then contact Oracle customer support with the trace output.
