DB Link is failing with some connection issue when procedure is running.

Check the alert log on the remote instance. If the remote session crashed, that is where the details will be found.

receiving above command and the target database is open in read only mode. not creashed

We're not saying the whole database has crashed, just the session the database link has connected to.

In any case, the advice is the same: check the alert log on the remote database.
