What is the difference between
oracle 11g(char,varchar,varchar2) and
oracle 12c(char,varchar,varchar2) ??

The only difference is in 12c the limit is increased to 32,767 - provided you have MAX_STRING_SIZE = EXTENDED.

Otherwise they function in the same way.
