I asked around and this is the feedback I got:

Yes, this can be done. If they're refering to the R11i Personal Home Page, a user can personalize their page if they have the 'Preferences' responsibility. With that responsiblity, users can then click on 'Create/Modify Pages' icon on the Personal Home Page and add a 'Favorites' region to their page. After they have created the 'Favorites' section of their PHP, they can go back to their PHP and click on 'Customize' in the Favorites region. Here is where they would add the new link by clicking on the 'Add Custom ...' button and supplying the Name and URL of the site they wish to add.

As another alternative, they can also link a URL to an Application's function and call the web page from the main menu.

Hope this helps.

There is not one as far as I know.

and I really don't have the background necessary to handle Oracle applications questions.

One can try </code> http://forums.dbasupport.com/forums/forumdisplay.php?f=15 <code>, it is focused for Apps DBAs.
