Functionality-wise 11g will be better then 9i. (if you have the need for it). However current realease of 11g might have more bugs.

or it might have far fewer - given bugs reported against 9i or 10g are fixed in 11 (current release) and then back ported in general. Meaning, the current release has more fixes than the older releases might have as well.
What it does have is more features that may not have been as field tested in older releases since - well - they did not exist and were not an option to even consider. Meaning, you have more approaches available to you in 11g than in 9i or 10g - and since you have to TEST anyway (something might not work the way you THINK it should work in 9i or 10g just as often as in 11g)...

where was it announced? do you have a pointer? Not to disagree with you, but... I don't agree with you that it was announced.

There were rumors last year that Oracle could have announced 11g R2 at OpenWorld... but IIRC there was no official announcement about it.
