Greetings,
We are in process to shift our RAC Cluster to new server: below details
Current RAC : 3x nodes on Blade-servers with RHEL 5.7
New Rac : 3 x Rack Servers
Q1 ) If I install RHEL 6.5 on new servers Can I extend RAC cluster over different OS ?
Idea would be extend and reduce to remove old RAC blade-servers.
Q2 ) Is it better to go with "Cloning" Oracle Homes, Can cloning be done across different OS ?
Can Cloned RAC be then made primary with new OS and the old environment shut-down ?

Check the certified OS versions page on support.oracle.com. As long as they versions you are planning on using are certified, then it is supported to have the different versions. (It is similar to a rolling upgrade scenario).
Cloning Oracle home's on the same *platform* (ie, linux) should be OK - but I would seek a clarification from Support.
