This question came up in my mind about a prospective migration from On-Prem to AWS Cloud.
After we copy Oracle DB from On-Prem to AWS Cloud. We need to test the Copied DB on AWS Cloud.
In that scenario, there may be 2 Oracle DBs running simultaneously. One on On-Prem and the other on AWS Cloud.
We assume the networks of On-Prem and AWS Cloud are completely separate. That is there are no IP conflicts etc.

In that case, when we startup both the DBs and run them (one on on-Prem and the other on AWS Cloud), will there be any issue as far as Oracle licensing is concerned?

The aim will be to shut the Oracle DB on On-Prem completely, IF the test is positive on the Oracle DB on AWS Cloud, and then, the DB on cloud will be the production DB.

Speak to your local Oracle account rep and get something in writing. There is too much grey area here to give a concrete answer.

For example, running both instances for (say) a few days *might* be fine. Running both instances for 6 months most definitely will not be :-)

But if you want to save money on licensing, you're better off running your cloud database on Oracle Cloud, because the CPU costs are basically half.
