I have a freshly installed Oracle 19c and I wanted to use SQL Developer with it but as I combed through the errors, I found out that there is no OracleTNSListener or some services of that name in my services.

Can anyone help me?

Run netca (start => programs => oracle home => config & mig tools => net config assistant.

You can create a listener there, which should sort things out.
