Escribo en busca de un poco de ayuda. Tengo una instalacion de Apex 19 sobre tomcat 9.2 y ords 11. todo funciona sin problemas hasta el momento.
sin embargo cuando intento subir un archivo incluso importar una aplicacion me falla la interfaz, me rebota un error indicando que no seleccione archivo alguno.
he agotado la imaginacion tratando de encontrar el problema pero sin exito.

That sounds like a fundamental error, especially if you cannot import an application.
I would go back and check the installation logs, or perhaps, try a fresh installation of APEX into a new database and see if the problem replicates across all of your environments.
Try seeing if anyone has encountered this on the APEX forum
