I faced a similar issue and upon seeing your answer it hit me that this probably should be something basic.
SO i tried running the setup.exe directly from within the zip (without un-ziping) and yay.. i have it installed in my system now.. had been trying to install it from past 2 weeks :P

I tried openening the file like you said, without unzipping. But it automatically extracts when I click "setup.exe" file. Is this normal?

Here's my recording of my installation process.
It is sped up a little, but you should be able to follow the same steps.
Installing Oracle DB 18c on Win10

I was getting the same error. When I read the original response, my immediate suspicion was permissions issues.
Here's what I did to successfully install:
1. Extract the zip file
2. Right-click on setup.exe
3. Select "Run as administrator"
4. Continue as usual

run setup.exe and allow access to java

When you download with java, java install needs to admin. so, run as admin or run the setup.exe normally, it will prompt to allow access , click allow it will go thru.
