Issue in apex 23.1.0, no groups are there in manage users and groups. Usually there are three groups(RESTful services, SQL devloper, OAuth2 developer client). But i am not able to see any one of these there. I have checked in apex.oracle.com , these roles are there also apex.oracle.com has version 23.1.1

I have created a new workspace in apex.oracle.com to test. There are no groups there inside of the groups tab on that page. I also checked some old instances (APEX 22.2) which are REST enabled and do not see them either.
I can confirm though that they are available to assign users to though even though they do not appear. They are tied to ORDS Roles and I would assume non-modifiable.
The customer should still be able to assign users to these groups even if they do not appear on the groups tab.
“Manage Users and Groups” → Click on a user → Scroll to “Group Assignments”
You should see the three groups available to choose from, just not inside of the groups tab.
