Why are you talking about the license, there is a license to have the software?

APEX is a no-cost feature of the Oracle Database, similar to PL/SQL. Your Oracle Database support contract also covers Oracle APEX. As such you can have any number of developers building any number of apps, for any number of end users without any additional licensing cost.

Question is, is oracle support contract required to have Apex. If we have Oracle DB license, but no Oracle support contract, can we install Apex new version ? Can we upgrade the Apex to latest version?

APEX is included in your database licensing cost.

Speak with your account manager to ensure you're correctly licensed for Oracle Database. If you are, you can use APEX.

Hello Team,

We have similar situation as described in previous comment but we would like to be 100% sure before we take the decision.

The situation is,
1. Company licensed Oracle 11.x.x. Database with Oracle Support.
2. Company used Oracle APEX and built Applications in APEX version 4.2
3. Company has decided to end Oracle Support couple of years back
4. Company wants to Upgrade Oracle APEX 4.2 to 20.2

Technically, Oracle APEX 20.2 supports Oracle DB 11.x.x.

We would like to know

1. if company can upgrade/use Oracle APEX 20.2 in production and not breaching any licensing term?
2. Is there any such limitation that says "Company can only download/use Oracle APEX versions until company has active Oracle Support" ?

I assumed based on 3 that you have some alternative arrangement for usage of the Oracle software. More details here

because I'm not a license expert.

But that aside, APEX is free to use and you can use any APEX version on any version/edition of the database that they list in the installation manual.

Thank you for the answer.

As we are also not sure about licensing impact and we did not get 100% sure answer of using upgraded APEX version without Active Oracle Support - we have taken a decision to step back (unfortunately).

It is also very sad when you heard "One should not download and use in production anything from Oracle website when you do not have Active Oracle Support". Is this a sad reality ?

There is a difference between licensed to use Oracle and licensed to get support.

If you are licensed to use Oracle, you can use *any* version of APEX against that licensed version,

Thank you for further clarification.

Confusion is when you go to download apex and ords, it asks you to check the licensing and term.

While, there is something new https://blogs.oracle.com/database/post/apex-ords-futc where you don't need to tick the licensing term.

Is there any difference between these two ?

In continuation with previous comment, when you see below two URL, one requires license and terms (20.2) while 21.1 not require that.

APEX licensing in OCI OMCS

Hi. here is my scenario.
Customer has EE DB licensed and support
Customer has EBS hosted on OMCS OCI subscription
Customer wants to build custom application in APEX and integrate with Data from EBS (Free with Oracle DB EE).
I believe APEX would need to be deployed on Application Server as ORDS then
In this scenario, can you confirm that APEX does not need to be licensed? if then how?

My understanding is APEX and ORDS are free....always. As long as the database you run it on is licensed, then you're good.

Is Weblogic included with APEX?

We have Oracle EE licensed. We use APEX for some smaller applications. APEX is deployed on Windows servers It seems that Weblogic required to run APEX needs license. Is that correct? Weblogic licensing is expensive.

Why do you think Weblogic is required?

APEX requires ORDS; this can be deployed in Weblogic but Apache Tomcat is supported too

Is Weblogic included with APEX?

This was said in a meeting that reason to move away from APEX was because it needs Weblogic licensing. I was kind of taken aback by that statement because my understanding was that Weblogic is not mandatory. But, I am not that familiar with APEX architecture as it has evolved considerably over the years. This is why I asked the experts here. I will surely let the people in-charge know about Apache Tomcat. Thank you for clarifying this...!!

On our autonomous databases, which serve thousands of customers, we use the ORDS standalone listener for APEX. So you don't need anything more than that.

I've been able to download the latest APEX software without any licensing prompts, but found we still need to login and accept the licensing agreement to access the latest patches for APEX.

As we no longer have a support agreement, but still have licenses to run Oracle DB 19c, will we be in breach if we download the APEX patchset?

Not sure I follow. If you have database licenses, you are paying for (database) support no?

Correct. We do have licenses but no longer pay for support so we are unable to download patches or upgrade past the version we had when we got off Oracle support.

I'm no license expert, but my understanding is - If you don't have support, you cannot download patches.
