For the purpose of testing some Python code which reads and writes to remote databases, I would like to test my code by reading/writing from/to a test database on my computer. How can I create such a database and connect to it with sqldeveloper?

It is easy to do. You can download the database for trial use at https://www.oracle.com/database/technologies/oracle-database-software-downloads.html, or if you download Oracle XE, that is free for any sort of use without needing a license.

If you go with XE, then it is literally just double-clicking setup.exe and you'll be off and running.

If you download the full database software, even then its very easy to install - here are some videos that should help
