In my organization, an S7-2 sparc server was purchased in 2019 to run Oracle 19c SE 2. Version 21c was released for multiple operating systems except Solaris Sparc and now the latest version 23c is also not available for Solaris Sparc.
Could you explain why the new versions are not available for solaris sparc.

Your "go to" document here is MOS 742060.1 which explains the dates/timings for all of the releases and platforms.
But in a "TL;DR" form
- 19c is a long term support release
- 21c is an innovation release. Such releases are typically Linux only or Linux/Windows only.
With any long term support release, the releases are done by platform, typically
- Linux first
- Windows next
- Other platforms after that (Power/AIX, Sparc/Solaris, etc etc)
