Yes.

You can think of 12, 18 and 19 as being part of the same "12c" family of databases.

I am unable to connect, following is the error

Used parameter files:
E:\oracle\product\12.1.0\client_1\network\admin\sqlnet.ora

TNS-03505: Failed to resolve name

That output looks more like TNSPING error info rather than a 
connection error.
