I have an exisiting 11g (11.2.0.2) db reading from a 10g db and plan to update the 10g to 19c (=12c I understand).
Will the existing 11.2.0.2db be able to read from the new 19c db?

It's not clear exactly what you mean by read, but the Client / Server Interoperability Support Matrix (MOS note 207303.1) shows that 11.2 <> 19c is supported...
...provided you're on 11.2.0.3 or 11.2.0.4.
So in theory, yes. Though you may need to patch your 11g database.
Also be aware that although it's supported, fixes only possible for customers with Extended Support .
PS: 19c <> 12c! There's a whole raft of changes from 12.2 -> 19c.
