I have just concluded a high level plan to migrate 10g oracle into 19c but will consolidate 2 databases into one standalone. (Non-CDB). In 10g the two database exists on separate host so one is an ARCHIVAL target for PROD...Periodical data export from PROD to ARCH.

Now that the 2 will be merged into one database...
1. How do I refresh ARCH from PROD from the same Instance/database?

Of course, I'd recommend you use a CDB architecture ... because eventually that will be the only game in town. But putting that aside...

When you say "Data export" I assume you mean export/import or Datapump. That will still work fine in 19c, but assuming its single database you would be exporting schemas rather than the entire database. Other options are things like transportable tablespace.

I'd probably need a few more details to advise further.
