my customer has ODA 18 VM version,
there is no console in use at this time.
can we connect a console and configure the backup?

All you need is an OCI account and an Object Store for the database and archive log backups.

** Log into your ODA’s Web Console and provide your Object Store Credentials and create the backup policy.

I'm not sure what you mean by "there is no console in use".

ODA does not need a *physical* console - you can get to it via a web interface (hence "web console")

It is typically https://ip-address:7093/mgmt/index.html
