If you're referring to the code blocks accessible from View -> Snippets, then these are still available in the latest release (23.1.0.097.1607) & are documented at:

Snippets did not initially display

This may be related to the behavior I saw.
When I first opened the version 23.1 I did not see the Snippets entry in the View Menu. I did multiple searches and checked the help and release notes thinking they had been removed.
I closed out 23.1, I opened 22..2 to see if they still showed in that version and accessed the Snippets. I then closed 22.2 and Opened 23.1 and the Snippets Entry showed in the View Menu

I had exactly the same problem and have learned the hard way to always back up my CodeTemplates, UserReports and UserSnippets xml files.
They're invaluable and are shared amongst the team.
