How can we determine the correct number of licenses needed? We are attempting to estimate the licenses need for all our applications. Vertiv uses on premises eBS, and Cloud applications.

First I want to stress - I am by no means a license expert. It is always best to liaise with your local account representative because they will know your circumstances best.

For on-premises, I've always been firm believer of running machines as hot as is safe to do so. Lots of customers run (say) 6 cores worth of workload on 24 core machine because some metric says they always need to have 50% headroom. Thats fine if they are *genuinely* instances where you will get a 2x bump in server load, but for many organisations, their workload is steady with minimal peaks and troughs. Spare capacity is wasted capacity which is the same as wasted money.

For cloud, things are easier because you can leverage auto-scaling of server horsepower so that you maintain as low a cpu count as possible with the ability to go "turbo mode" when the need arises.

There's an excellent white paper on all of this stuff when it comes to cloud that is worth reading

https://www.oracle.com/assets/paas-iaas-universal-credits-3940775.pdf

but I stress again - the best outcome will typically come from having a discussion with your oracle account rep.
