Is it possible to explain the purpose of '%CFG' broker services and who and how is using it ?

The service is used by the observer in a FSFO configuration. The observer uses it to connect to the members to monitor regardless of what the DB_UNIQUE_NAME is, or what default/application services are available. Some good details on the various services here
