I think the issue may be related to:

I have 11G_XE installed in windows 10 64bit Operating system

And:

TNS for 32-bit Windows: Version 11.2.0.2.0 - Production

As MOS note 1060806.1 says:

Note: For the Database software, you can ONLY install the x64 version on MS Windows (x64).
You can NOT install the 32-bit version Database software on MS Windows (x64).

So, ensure you've installed the 64-bit version!

PS - any particular reason to install 11g XE, not 18c XE?

Dear sir,

Thank you very much for your reply.

This has been installed 4 years back and not sure on 18C XE.

It is normal in most of the cases and few cases it is misbehaving.

Shall we have 11g XE on 64bit

If it's a 64bit OS, you need to install the 64bit version of Oracle Database!

If there's a mismatch, you've just been lucky so far
