Is clustered Index is faster than Non-clustered Index?

Oracle Database doesn't have clustered indexes. So the answer is N/A ;)

It does have table clusters.
And index-organized tables. Which are similar to clustered indexes in other databases.

When it comes to performance, one isn't strictly faster than the other. Otherwise they wouldn't both exist!
