when I assign any of the segment to keep pool , It is nessesary to set appropriate DB_KEEP_CACHE_SIZE as per the sizes of the segment. or it will dynamically set DB_KEEP_CACHE_SIZE?

No you need to set it explicitly. Although I'll add that using KEEP and RECYCLE pools is far less common than it used to be, ever since we improved our buffer cache handling algorithms way back in 8i and 9i.
Make sure that you can quantify the benefits of going to this effort.
