I am trying to create a database in oracle 12.1.0.2 using dbca. THe character set us7ascii is not in the list of character sets.

There is a checkbox "Show recommended charactersets only", and as the name suggests, we only show the recommended ones.

US7ASCII is *not* recommended and not a good choice.

It's time to go UTF8.
