Hi Tom,

According to Oracle Database Licensing Information User Manual, https://docs.oracle.com/database/121/DBLIC/editions.htm#DBLIC116, RAC one node option is not available in Standard Edition 2. However you can choose this option in the installation of SE2 software and this works fine.
Is RAC one node supported with SE2?

RAC_ONE_NODE_SE2

So yes you can install and use it ... but you will be incurring additional license fees to do so.

In all licensing cases, always speak to your local account representative.

Looks like they've relaxed that stance in 12.2. All the more reason to upgrade

No, Rac One Node is only avaiable for EE as an "Extra cost option".

this has changes since 12.2

according to licensing for 12.2 RAC node one is available for SE2
