I will need your help in understanding the difference between DBMS_LDAP.BIND_S and DBMS_LDAP.SIMPLE_BIND_S ( DB version is 11.1.0.2 ).

There is not a huge difference. BIND_S allows some greater flexibility in terms of what you can pass. But I have never seen it used "in the wild". Every application of DBMS_LDAP I've used or seen has used SIMPLE_BIND_S.
