I have downloaded latest available 12c 12.1.0.2 Enterprise Edition for Windows. I get to the screen to select which Edition of Oracle to install and installer GUI does not allow any changes ( it remains stuck on Enterprise edtion ).

How does one get / force the installer into using Personal Edition? Let me know and I can send a screen shot.

You can't. As stated in MOS note 1574396.1:

In Linux and Windows 12.1.0.2 (and higher version) , there is no option to select Personal Edition installation type during Oracle Database software installation. You have to install Enterprise Edition (Single Instance) and then abide by the license restrictions.

OK, so what are those restrictions?

From the 12.2 licensing manual:

Oracle Database Personal Edition supports single-user development and deployment environments that require full compatibility with Oracle Database Standard Edition 2 and Oracle Database Enterprise Edition.

Includes all of the components that are included with Enterprise Edition, as well as all Oracle Database options, with the exception of the Oracle RAC One Node and Oracle Real Application Clusters options, which cannot be used with Personal Edition. Personal Edition is available on Linux and Windows platforms only. Oracle management packs cannot be used with Personal Edition.

So complete the EE install make sure you don't use RAC or management packs.

How about dbms_sheduler?

How does the use of DBMS_SCHEDULER relate to personal edition? Do scheduled jobs count as a user? Can a single user still connect while jobs are running in the background?

*I* would suspect that it would OK, but I cannot stress enough - when it comes to ensuring you are within your license guidelines - we (AskTOM) are NOT the definitive authority.

Even if we were right, that means nothing - get something in writing from your Oracle account manager
