I'd love to say that the AskTom are in charge of licensing at Oracle, but that's not the case :-)
But note the footer of the document:
"This document is for educational purposes only and provides guidelines regarding Oracle's policies in effect as of January 23rd , 2017. It may not be incorporated into any contract and does not constitute a contract or a commitment to any specific terms"
So...like just about everything regarding licensing...you should always consult with your local account manager.
