So, Is 12C a Cloud DB or Regular DB like 10 and 11g?

The c in 12c is just marketing. You can use it in the cloud or on premises like earlier releases.

1.In 12C -- C stands for Cloud. is it same with 18C.
2.We can use 12C DB in Premises and Cloud. Is it same with 18C.

Yes.

Cloud first, On-premise comes later this year

- relationally
- object-wise (object option)
- document-wise (JSON documents etc)
