Can SCAN resolve to more than three IP address ?If so why we use only three ?What are the theory behind keeping these three IPs?

I dont know the rationale, but it seems three is the max. For MOS Doc ID 887522.1

"If you have more than three nodes, regardless of the number of nodes you have, there will be at most three scan listeners"

As per doc we know that we can use upto 3 scan Ips .But in an RAC 12c training session it was told that we can go upto 15 scan Ip .Can it be really achieved? Any reference where it has been documented or have been applied ?
