Will new users created on the primary database be synced to the standby database automatically?

Yes. A physical standby is a *binary* replica of the production database. So it doesn't even "know" about "users", "tables" etc...it is simply a stream of changes that were made to the production node being applied to the standby node.

They are for all intensive purposes identical.
