I know that oracle 11g SE edition does not support any data guard.
so Is it possible to create a physical standby database with RMAN on SE edition?

Option 1)

You can "build your own", ie

- take a backup on the primary
- copy the files over to the DR node

then write some scripts to
- regularly copy archive logs over
- do a manual recovery on the DR node

Option 2)

Consider a 3rd party solution, eg
