I am working as plsql developer with 2 years of experience and I have some doubts which listed below.

1- What are the basic concepts I should know as a junior engineer about performance tuning.

2- What is the performance of " select * from Emp; "

3- If millions of records are present in a table and having performance issue then what should i do?

But the best thing is to be "active", ie

- read performance related blogs
- read the concepts and performance tuning guide
- attend user group meetings on the topic
- explore and play
- be logical and never rely on guesswork
