i can't find dbms_obfuscation_toolkit in my system,
do i need to run something to install it?

You need to install

catobtk.sql

found in $ORACLE_HOME/rdbms/admin using SVRMGRL when connected as SYS or INTERNAL. These encryption packages are not installed by default
